Without having the child showcase his level of knowledge there's no way to know. Rather than a test on paper you could formulate some sort of real life application to test the student with. It would depend on what material you are teaching.

    Teacher observation — I assess with it a lot.

    Start a conversation about the subject with the student. If he/she can articulate a sentence or two or more regarding the subject without being prompted too much, then he/she is getting a good grasp of the subject. Another method is to have the student write a quiz about the subject to be given to some other students. The student has to write down the answers that he/she expects that they consider to be correct. This can be used at any level of achievement, and it can be a fun exercise to prep to a test.
